Dr. Bill Rouse
Executive Director,
Tennenbaum Institute,
Georgia Institute of Technology

Dr. Bill Rouse, the executive director of the Tennenbaum Institute at the Georgia Institute of Technology, will speak to 2009 NCM Forum attendees during the October 15th luncheon. With a research focus on understanding and managing complex public and private enterprise systems, particularly in healthcare and defense, Rouse will deliver insight into design and governance challenges of complex enterprises providing services and products.

His presentation, entitled Transforming Complex Public-Private Enterprises, will focus on the challenges of fundamental change in complex organizational systems. “When you get to sufficient scale, all organizational systems are public-private systems,” explained Rouse.

Rouse’s research has an emphasis on modeling healthcare and defense systems for the purpose of policy design and analysis. He has developed models that enable estimating the complexity of such systems, assessing the affordability of alternative operational models and predicting the response of stakeholders to policies such as price controls. These are elements of an overall “policy flight simulator” that is emerging through research.

As a leader in his profession, Rouse has written many articles and is the author of multiple books, including his most recent People and Organizations: Explorations of Human-Centered Design. He has also acted as co-editor of the best seller Handbook of Systems Engineering and Management.

Rouse holds many advisory roles, including Chair of the Committee on Human Factors of the National Research Council, a member of the U.S. Air Force Scientific Advisory Board and a member of the DoD Senior Advisory Group on Modeling and Simulation. He is also a member of the National Academy of Engineering, as well as a fellow of four professional societies—the Institute of Electrical and Electronics Engineers (IEEE), the International Council on Systems Engineering (INCOSE), the Institute for Operations Research and Management Science (INFORMS) and the Human Factors and Ergonomics Society (HFES).
